The Energy City Frederikshavn Foundation is an umbrella organisation for all of the programmes related to Energy City Frederikshavn. The Foundation answers to Frederikshavn City Council, the project owner, with the municipal management functioning as liaison between the Foundation and the City Council. The Secretariat is responsible for practical execution of the activities, which fall under five theme groups. Partnership with Frederikshavn Forsyning is of crucial importance to realising the project, inasmuch as it has a key role on the Steering Committee as well as in the theme group Local Energy.
